ALLOWS MARTIAL LAW AND TAKE OVER OF COUNTRY, INCLUDING ALL RESOURCES AT SIGNATURE OF PRESIDENT DURING EMERGENCY OR TIME OF CHOOSING.
BREAK DOWN OF NATIONAL DEFENSE RESOURCES PREPAREDNESS
EXECUTIVE ORDER 12656(NON fema order): Appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:
START OF TRANSCRIPT:
WHEREAS our national security is dependent upon our ability to assure continuity of government, at every level, in any national security emergency situation that might confront the Nation; and WHEREAS effective national preparedness planning to meet such an emergency, including a massive nuclear attack, is essential to our national survival; and WHEREAS effective national preparedness planning requires the identification of functions that would have to be performed during such an emergency, the assignment of responsibility for developing plans for performing these functions, and the assignment of responsibility for developing the capability to implement those plans; and WHEREAS the Congress has directed the development of such national security emergency preparedness plans and has provided funds for the accomplishment thereof; NOW, THEREFORE, by virtue of the authority vested in me as President by the Constitution and laws of the United States of America, and pursuant to Reorganization Plan No. 1 of 1958 (72 Stat. 1799), the National Security Act of 1947, as amended, the Defense Production Act of 1950, as amended, and the Federal Civil Defense Act, as amended, it is hereby ordered that the responsibilities of the Federal departments and agencies in national security emergencies shall be as follows: PART 1-Preamble Section 101. National Security Emergency Preparedness Policy. (a) The policy of the United States is to have sufficient capabilities at all levels of government to meet essential defense and civilian needs during any national security emergency. A national security emergency is any occurrence, including natural diaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States. Policy for national security emergency preparedness shall be established by the President. Pursuant to the President’s direction, the National Security Council shall be responsible for developing and administering such policy. All national security emergency preparedness activities shall be consistent with the Constitution and laws of the United States and with preservation of the constitutional government of the United States. (b) Effective national security emergency preparedness planning requires: identification of functions that would have to be perfomed during such an emergency; development of plans for performing these functions; and development of the capability to execute those plans.
Executive Order 12148: Created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An “emergency czar” was appointed. FEMA has only spent about 6 percent of its budget on national emergencies. The bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

FEMA PRESIDENTIAL EXCUTIVE ORDER 11000(not apart of NDRP): Allows the government to mobilize civilians into work brigades under government supervision.
HISTORY OF FEMA PRESIDENTIAL EXECUTIVE ORDERS: “On February 16, 1962, President John Kennedy signed several Executive Orders which would allegedly give certain dictatorial powers to appointed bureaucrats in the event a “National Emergency” should be declared by the President — whichever president is sitting in office at the designated time. At the president’s discretion “in any time of increased international tension or economic or financial crisis”, the E.O.’s could theoretically be enacted.
These E.O.’s signed by Kennedy would give authority to the Federal Emergency Management Agency to control: communications, energy, food, fuel, farms, transportation, highways, railroads, inland waterways and seaports, health, education and welfare, drafts citizens into work forces under government supervision; relocation of populations, designates areas to be abandoned as ‘unsafe’; relocates communities, and controls all public storage facilities.
On February 27, 1962 Kennedy signed E.O. 11051 designating FEMA as the authorized agency to implement the above orders, and which authority can be re-designated by the original authority.
President Nixon signed E.O. 11490 combining all the above to be enacted in one fell swoop; on July 20, 1979 Carter added a few minor amendments to them; and, in June, 1994 then president Bill Clinton signed E.O. 12919, which appears to encompass all of the E.O.’s.
We have found no Executive Orders that would nullify any of the above, so it appears they are all considered to be on the books at the time of this posting.
Given there is no Constitutional authority for any president to declare a “National Emergency,” we have wondered how the orchestraters of this plan expected to successfully execute the E.O.’s.
The plan for total control of every aspect of our lives has been under construction for a long time. As you read these executive orders, bear in mind that they mean nothing by themselves. They are not law, nor can they become law by and of themselves.
However, under legislation that is currently pending in most (if not all) states, they could potentially take on significant meaning.
The Emergency Health Powers legislation, pending in state capitols all across America — if passed — would give the governor the power to declare a state of health emergency by executive order. He then would be able to hand the reigns of power to whomever he chooses — including the state’s emergency management agency, which could essentially act as an arm of the Federal Emergency Management Agency.
Apart from — and sometimes combined with — these Emergency Health Powers Acts are varying forms of “anti-terror” bills that are virtually redefining the words “terror,” “terrorism,” and “terrorist.”” -(SWEETLIBERTY.ORG)

MOVING ON TO: AGENDA 21 (SUSTAINABLE DEVELOPMENT)- United Nations
WHAT IS UNITED NATIONS AGENDA 21?
Perhaps a better question would be, ‘What isn’t Agenda 21?’ That’s because, as anti-U.N. Agenda 21 activist Rosa Koire says, ‘It is the blueprint, it is the action plan, to inventory and control all land, all water, all plants, all minerals, all construction, all animals, all means of production, all energy, all information and all the human beings in the world. It is a completely comprehensive plan, it’s global and it’s implemented locally… It is in every single town all across the United States and across the world.’
“We see this everyday in the News”-BlackBox Politics.com
It is run by the United Nations via an NGO (Non Government Organization) called ‘International Council for Local Environmental Initiatives’, commonly known as ICLEI (pronounced Ik-lee), Local Governments for Sustainability. This is paid for by you, the taxpayer, without your consent – because you have not had a vote on its implementation. U.N. Agenda 21 is behind the building programmes you don’t want in your area. It is behind mass immigration; which my research tells me is designed to wreck nations and their identities. In my opinion (after considerable research), Agenda 21 is behind a large portion of unemployment, it is behind your ever-increasing energy bills, the surveillance in your street, the break down of law and order so that nations are increasingly run without rights such as habeas corpus. Watch this video for a little more on how U./N Agenda 21 appears to you. It has its roots in Communitarianism, which is as yet not a widely understood form of politics, not least because of the cunning way it is implemented. For more information on U.N. Agenda 21 try Rosa Koire’s website. There you will find plenty of information and many important links to help you with your research. You might also find this flyer useful for an overview.
Why haven’t I heard of U.N. Agenda 21?
Most of those people who do not use the remarkable asset of alternative media have not heard of U.N. Agenda 21, simply because it’s being introduced by stealth, otherwise surely you would have heard of such a vast global plan and all of its aims. Putting it simply, it is clear to me that the ‘powers that be’ DON’T WANT YOU TO KNOW ABOUT IT. I believe that if the people were aware of the truth of U.N. Agenda 21, they would rise up immediately and stop it. But introduce something sinister incrementally and it will get through easily enough – as the Nazis proved in Germany, for example; or indeed as many criminal dictatorships have proved. Some people, however, may have heard of U.N. Agenda 21 – perhaps on their local website. That’s because, since word is getting out about this global plan, governments must reveal some of it – and it’s usually dressed up behind the green mask of fake environmentalism, the bane of the world. But make no mistake, in my opinion (when I take into account the facts), this is a treasonous and sinister scheme, and you can see evidence of it all around you, from the massive fuel rises, to post offices being closed, to volunteerism (ie getting you to work for nothing, when you already pay enough taxes), to multiculturalism, to the continual wars, to ‘sustainable development’, to heavy surveillance (including the global application of those very nasty SMART meters), to the industry-prohibitive carbon taxes (when carbon dioxide is essential for life and actually in short supply; and besides all industry shipped abroad has no carbon limits), to the attack on the middle class via higher taxes, to the fake ‘localism’ from the ‘Localism Act’ (in the UK) which relies on more centralisation, to the dumbing down at schools and in the media, to any one of the thousands of rules and regulations being forced on us without consultation, designed to control us and debase us and to bring us under one world bank and one world currency and one world government – the New World Order. And before you dismiss what I am saying, you only need to look up Bilderberg, or the international banks admitting they run Europe, or simply the fact, for example in the the UK nigh on 80% of our laws are made by a foreign unelected bureaucratic elite – the EU.
What is the endgame of U.N. Agenda 21?
Whilst U.N. Agenda 21 has been dressed up in fake ‘green’ issues about ‘Global Warming’ or ‘Climate Change’, which have since been left behind because they have been exposed as a fraud, its real aim is by deception to put the control of the entire planet and all its assets into the hands of only a very few people. These people include royalty (for example, Prince Charles is a great advocate of U.N. Agenda 21 (as he showed in his speech ‘The New Environmental Agenda’ at the Local Agenda 21 Conference on 7th March 1995 and his recent film ‘Harmony’), top bureaucrats, top politicians, those at the very top of giant international corporations and international banks and others. Part of the U.N. Agenda 21 plan is, as U.N. environmental policy-maker Maurice Strong said, to eliminate the middle class. He said that the middle class way of life is not ‘sustainable’; whereas, of course, the way of life of those who are sometimes called the ‘global elite’, with their private jets and trains and fleets of cars and palaces, will continue to be very sustainable. Hence we are seeing such huge rises in fuel costs, taxes, restrictions on small businesses. Meanwhile, the ‘global elite’ pay minimal taxes, if any, and are frequently subsidized hugely by the taxpayers. U.N. Agenda 21 is also about population reduction. The people behind U.N. Agenda 21 want to reduce world population by up to and beyond 95%. As Lord Monckton said in a recent talk he did on U.N. Agenda 21, to achieve such high levels of population reduction, ‘It means that a lot of people are going to have to die’. And before any of you readers say that the world needs less people, ask yourself whether or not it is you or your children who should die or be sterilized first. Ask yourself if it is up to you to play God. Here’s a very useful link to an article on the planned population reduction. In it you will find links to their own documents and quotations. In short, I cannot see Agenda 21 in any other way except other than an all-out global attack on the people and nations of the world; which is tragically implemented by duped small time politicians and local councils and others. BY THE WAY – WATCH THE FILM HUNGER GAMES AND YOU’LL HAVE SOME IDEA OF THE REAL AGENDA 21 VISION – LOCKED UP OFF THE LAND, VERY FAST RAIL, PSYCHOPATHIC ELITE IN POWER, AND SO ON.
Following From Infowars.com:
Signed in 1992 by multiple nations, including the United States, the United Nations Agenda 21 Sustainable Development program is an urban planning “action plan” which calls for government to eventually take control of all land use without leaving any decision making in the hands of private property owners.
The overall intent of Agenda 21, which can be best described as neo-feudalism, is to expand government power at the expense of individual liberties by making the population more dependent on city infrastructure controlled by the government.
Some of the current urban planning trends of Agenda 21 include but are not limited to:
– The closure of rural land for public use and the erosion of rural property ownership
– The development of “multi-use” condos with the first floor designated for businesses catering to the tenants above, encouraging condo dwellers to remain close to home much like serfs from the Middle Ages
– The purposeful lack of easy freeway access in cities which similarly ensures that residents never venture far from their neighborhoods
– The construction of expensive and inefficient public rail systems in cities in order to increase centralized government control while also reducing – and even outright banning – the use of private transportation such as cars
– The accelerated implementation of toll roads, especially toll roads that discourage driving by increasing prices for traveling alone or for driving in “congested” areas
– Utilities monitored by “Smart Meters” which can be controlled – and shut off – remotely by public utility companies
While Agenda 21 proponents constantly suggest that the program is simply “voluntary,” this is a moot point when so many American cities are already implementing Agenda 21 which clearly benefits the government at the expense of its citizens.

Sketchy: DEPARTMENT OF HOMELAND SECURITY BUYS BILLIONS OF ROUNDS
Preparing to fight a war with the American people? First they denied buying the rounds. Then they later explained it was to significantly lower costs.
Mike Adams Natural News April 3, 2013
Responding to a letter from Sen. Tom Coburn, the Department of Homeland Security — an agency that has no business being armed in the first place — says it’s buying billions of rounds of ammunition in order to “significantly lower costs.”
It’s all about saving money, you see. DHS isn’t arming up in anticipation of a shooting war on the streets of America, and it’s not buying thousands of armored assault vehicles for that purpose either. No, DHS is only buying all this ammo to save you money!
This response by DHS, of course, is an obvious lie. Why? Because a significant portion of the bullet purchases specify hollow point rounds. In case you didn’t know, hollow points are significantly MORE expensive than “ball” ammo (FMJ). Under the Geneva convention, hollow points are illegal to use in war because they cause far greater tissue damage, too. So they can only be used domestically, inside the United States in a civil action, not an international war.
If DHS really wanted to “significantly lower costs” on ammunition, it would have purchased FMJ rounds (full metal jacket), not hollow points. But in April of 2012, ammunition manufacturer ATK announced it had been awarded a DHS purchase contract for 450 million rounds of hollow point .40 caliber ammo. That’s almost half a billion rounds right there, and they’re all hollow point rounds.
The press release claimed, “The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions.” You can read the full original press release at Infowars.com.
The press release on the ATK website, by the way, has been modified to remove any mention of “450 million rounds.” Read it here: http://www.atk.com/news-releases/atk-secures-40-caliber-ammunition-co…
First it was a conspiracy theory that the bullets existed… now it’s a verified fact that billions of rounds are being purchased
Infowars.com initially publicized this story. With the outstanding reporting of Kurt Nimmo, Paul Joseph Watson, Alex Jones and others, the alternative media forced this story into the mainstream.
But for most of 2012, anyone who claimed DHS was purchasing all this ammo was labeled a “conspiracy theorist” by the leftist delusional media which somehow believed that all this hardware being purchased by DHS was imaginary.
Over time, of course, as all the contracts came out and the proof was undeniable, the mainstream media was forced to admit it wasn’t a conspiracy theory after all. A Forbes.com report that called for a “national conversation” signalled a breakthrough in mainstream awareness of the issue, and it was soon followed by members of Congress demanding answers from DHS.
The cover stories collapse
The first response from DHS was that there were no bullets. They didn’t exist. The contracts were purely fictional and DHS had no intention of actually taking delivery on any bullets.
When that cover story was exposed as an obvious lie, the story shifted to its current distortion: “We bought all that ammo to save you money!” (By the way, where are the apologies to all of us who first reported the DHS ammo purchases and were called conspiracy theorists for breaking the story on now-verified facts?)
Ah, so now the bullets DO exist after all, but we should all be thankful DHS is buying all these bullets because it’s a wonderful example of fiscal responsibility, you see. Because when a government is economically on the verge of collapse, operated by criminals and destroying the liberties of the people, the most important way to “save money” is to load up on billions of rounds of ammo. It makes perfect sense, does it not?
But now the “saving money” cover story is also collapsing due to the fact that most of the bullets purchased are hollow point rounds, and hollow point rounds are the most expensive rounds you can buy. This includes hundreds of thousands of sniper rounds, by the way, which are specified in the purchase contracts as “BTHP” — meaning “Boat Tail Hollow Point.” These sniper rounds are long-range bullets with remarkable flight stability. Depending on the ballistics coefficients and muzzle velocities, some of these bullets have ranges of well over one mile.
Exactly who does DHS need to shoot with hollow point bullets at a range of one mile?
Private citizens are buying 50 million rounds EACH WEEK
According to my sources, private citizens across the USA have been buying up far larger quantities of ammo than DHS. At peak production, U.S. ammunition manufacturers can produce nearly one billion rounds of ammo each week. Most of that production goes straight to the Pentagon for military use. But roughly one-twentieth of it is available for the law enforcement and civilian markets.
That comes to 50 million rounds each week being placed on the market. Most of this is being frantically bought up by individual gun owners. Most ammo doesn’t even make it to store shelves, as full pallets are being trucked off in back lots mere minutes after they arrive at gun shops and retailers.
If these numbers are accurate — and I’m not 100% sure of their accuracy yet — this means U.S. civilians could be buying up to 2.4 billion rounds of ammo in a year’s time, outpacing even DHS ammo purchases. Even more impressively, private citizens are buying up millions of guns each month. All these hundreds of millions of rounds of ammo and millions of firearms are being hidden away until they are needed.
It doesn’t take long to realize what’s really happening here: a massive arms race is underway in America. Rest assured that gun purchasers are not buying guns just so they can turn them in. They are not buying ammo just to turn around and register it with the government. They are not buying 30-round magazines for the purpose of registering them with the criminal, traitorous lawmakers of states like Connecticut. They are buying guns and ammo in order to prepare an armed defense against a corrupt, criminal government that has abandoned the rule of law (the Constitution) and is now aggressively stripping Americans of their guaranteed fundamental rights (the Bill of Rights).
Citizens should stockpile ammo just like DHS
If it comes to a shooting war, private citizens are allies of sheriffs, veterans and many members of law enforcement, including many federal officers. Entire communities will likely band together to defend themselves against federal coercion or even UN troops attempting to overtake and occupy American cities.
Informed Americans know that stockpiling ammo is a wise activity, especially given the likely need to help arm your local sheriffs deputies who are sworn to help defend your community against tyranny. (www.OathKeepers.org) Additionally, stockpiling ammo is exactly what the government is doing, so if anybody asks why you and I are stockpiling ammo, our answer can be exactly the same as DHS: “We’re doing it to significantly lower costs by purchasing in bulk!”
Thus, the argument that individuals don’t “need” all that ammo falls flat on its face. “Need” is not a requirement in the eyes of the government. The only justification necessary is a claim to be “saving money” no matter how much ammo is being stockpiled.
The next time someone asks you why you “need” an AR-15, just reply, “I’m buying them in bulk to significantly lower costs, just like our government!” The same retort can be used to justify purchases of armored vehicles and long-range sniper rounds, too.
The left will never see the bullets coming
Shockingly, voters on the left who are terrified that individuals might stockpile ammo are mysteriously quite comfortable that DHS is doing exactly that on a much larger scale. Individuals are not to be trusted in a socialist nation, you see. Only the government can be trusted, they believe. Little do these people know that most of these DHS bullets are ultimately meant for them.
The first place DHS will set up operations will be the high-density cities, where status quo residents are surprisingly easy to be rounded up, marched to the edge of open pits, then ordered to thank their government executioners while being shot in the head with .40 caliber hollow point bullets that were “purchased in bulk to save money!” Rejoice! Mass murder has never been so affordable.
You may not think any of this could possibly happen, but then again, you probably didn’t think DHS was buying 2+ billion rounds of ammo when we first reported it. (I’m talking to newer visitors now, not long-time Natural News readers.) Like most people, you are hopelessly ignorant of reality, and you have bet your life on the lies of a criminal government that places no value whatsoever on your existence. You live in a never-ending state of denial because the zone of denial is far more comfortable than facing the truth that your own government is arming against you, amassing enough ammunition and armored assault vehicles to wage a 20-year war on the streets of America, all while gutting the Constitution and the Bill of Rights (to the cheers of the socialist left).
If you believe DHS is buying all this just for “training purposes,” you are a fool. Any organization that needs two billion rounds of ammunition to “train” is a standing army. Two billion rounds of ammunition in the hands of a corrupt, criminal government does not create “security.”

“A review by USA Today shows that the president has issued 198 “presidential memoranda,” more than any U.S. president in history.
Presidential memoranda are quite similar to executive orders — in fact, they’re almost identical in that they both allow a president to manage and govern the actions of the departments and agencies under the executive branch of government. The convenient difference? Obama can avoid being accused of overusing executive orders if he technically issues a memorandum.”
This administration seems to be following a particular blueprint outlined below.
Saul Alinsky- 8 rules for radicals currently in play in America.
First, (1) Who is Saul alinsky; (2) Ties to Obama and Hillary.
1) Healthcare – Control healthcare and you control the people. (Obama care)
2) Poverty – Increase the poverty level as high as possible; poor people are easier to control and will not fight back if you are providing everything for them to live. Record Poverty in America. http://www.zerohedge.com/news/2015-09-16/record-467-million-americans-live-poverty-median-houshold-income-back-1989-levels
3) Debt – Increase the debt to an unsustainable level. That way you are able to increase taxes and this will produce more poverty. Our national debt is well over $20 trillion. That figure alone is unable to be paid back, literally. American banks hold $247 trillion dollars (247,000,000,000,000.00) in derivatives that could explode at any moment. Cia analyst Jim Rickards concluded in 2012 that the world’s entire debt or global debt is over $850 trillion and counting. The world’s GDP is only $72 trillion. Consequences of horrific proportions will be the outcome of these actions.
Interview with Jim Rickards
4) Gun control – Remove people’s ability to defend themselves from the government. That way you are able to create a police state.
(Video of Obama admission- frustrated he can’t take the guns) https://youtu.be/lOFOFZxfiDc
(Video of Obama admission- dedicate last year to taking away guns as he says with a smile. Link includes Video+article+pictures)
5) Welfare – Take control of every aspect of people’s lives (food, housing and income). Record high of welfare.
6) Education – Take control of what people read and listen to; take control of what children learn in school.
One of the most incredible interviews exposing the education, or rather, indoctrination system. Charlotte Thomson Iserbyt https://youtu.be/ldkAuUgSjdQ
The deliberate dumbing down of America http://www.deliberatedumbingdown.com/
She is known for writing the book The Deliberate Dumbing Down of America. The book reveals that changes gradually brought into the American public education system work to eliminate the influences of a child’s parents (religion, morals, national patriotism), and mold the child into a member of theproletariat in preparation for a socialist-collectivist world of the future. She says that these changes originated from plans formulated primarily by the Andrew CarnegieFoundation for the Advancement of Education and Rockefeller General Education Board, and details the psychological methods used to implement and effect the changes.
In an interview concerning secret societies and the elite agenda she disclosed that in the early 1980s she had a chance to meet withNorman Dodd who had been the chief investigator for the United States House Select Committee to Investigate Tax-Exempt Foundations and Comparable Organizationscommonly known as the B. Carroll Reece Committee. In the video interview she claims that Dodd discussed a ‘network’ of individuals including Carnegie who planned to bring about world peace by means of rapid changes in society. These changes would be brought about by involving the populace in various wars and military conflicts. She further claimed that Dodd had discussions withRowan Gaither, the president of the Ford Foundation in which he revealed that directives from the President of the United States compelled foundations related to the Ford Foundation to direct their funding into bringing about the merger of the USA with the Soviet Union.
Mr. Dodd, all of us here at the policy making level of the foundation have at one time or another served in the OSS (the Office of Strategic Services, the forerunner of the CIA) or the European Economic Administration, operating under directives from the White House. We operate under those same directives… The substance of the directives under which we operate is that we shall use our grant making power to so alter life in the United States that we can be comfortably merged with the Soviet Union.
— Rowan Gaither, President Ford Foundation – 1953,Norman Dodd – friend of Iserbyt
Filmed interviews of Iserbyt have her detail her story that lead her from school board trustee/administrator to becoming a Ronald Reagan administration staff in the U.S. Department of Education, and discovering further to her complete disbelief how these policies of a socialist-collectivist nature originated all the way to President Reagan, Vice President George H. W. Bush, and their policy advisers.
Up until 1960 Reagan, a leading member ofUnited World Federalists (whose purpose was to merge the United States into a world government), was a charter member ofAmericans for Democratic Action. Reagan was also a member of the National Advisory Council of the American Veterans Committee that was supposedly “under communist influence.”
In 1982 Reagan relieved her of her duties after leaking an important technology grant for computerized learning—Project BEST: “Better Education Skills through Technology”brought about by the scholarly writings and a large study by an education specialist named Dr. John I. Goodlad at the Center for Educational Renewal at the University of Washington, originally from British Columbia, Canada. One book of which Iserbyt was critical, “Schooling for a Global Age”, edited by Charlotte C. Anderson, James M. Becker, Institute for Development of Educational Activities, New York 1979, Iserbyt cited as having less to do with fostering learning and mainly to do with psychological manipulationof students, possibly against the teaching of the child’s parents, for example, in arts classes.
Parents and the general public must be reached also. Otherwise, children and youth enrolled in globally oriented programs may find themselves in conflict with values assumed in the home. And then the educational institution frequently comes under scrutiny and must pull back.
— Dr. John I. Goodlad, Schooling for a Global Age-1979
and again later —
Enlightened social engineering is required to face situations that demand global action now… Parents and the general public must be reached also, otherwise, children and youth enrolled in globally oriented programs may find themselves in conflict with values assumed in the home. And then the educational institution frequently comes under scrutiny and must pull back.
— Dr. John I. Goodlad, “Guide to Getting Out Your Message,” National Education Goals Panel Community Action Toolkit: A Do-It-Yourself Kit for Education Renewal (September 1994); 6.
7) Religion – Remove the belief in God from the government and schools.
(Obama makes secret service cover up statues of Jesus Christ)
8) Class warfare – Divide the people into the wealthy and the poor. This will cause more discontent and it will be easier to take from (tax) the wealthy with the support of the poor.
FEMA CAMPS/ REDUCATION CAMPS; Locations and Executive orders:
Official Legislation- FM 39.3-40
Paul Joseph Watson Infowars.com Wednesday, May 9, 2012
Fort Leonard Wood Public Affairs director Tiffany Wood has provided the first official response to the shocking U.S. Army document that outlines the implementation of re-education camps, admitting that the manual was “not intended for public release” and claiming that its provisions only apply outside the United States, a contention completely disproved by the language contained in the document itself.
After a reader sent Wood a link to where the manual, entitled FM 3-39.40 Internment and Resettlement Operations (PDF), can be downloaded on the army.mil website (but only by military employees with special credentials), Wood responded by stating that the document should not be in the public domain.
“The document was not intended for public release,” said Wood, adding, “Any other questions regarding the document, you will need to file a FOIA request.”
This means that either hackers have obtained access to a secure military website and downloaded the manual or it was leaked by a military employee concerned about the content of the document.
As we have exhaustively illustrated, the document is a training manual for U.S. Army personnel that details how to treat detainees incarcerated in prison camps both abroad and inside the United States.
The manual outlines how officers will develop programs to “indoctrinate” “political activists” incarcerated in detention camps into developing an “understanding and appreciation of U.S. policies and actions.” The document also explains how “reeducating the I/R facility population or setting the stage for acceptance of future operations,” is the responsibility of ‘PSYOP’ personnel within the camp.
The document also makes clear that the internment facility is not only a re-education camp but also a forced labor camp. Page 277 of the manual states, “Detainees constitute a significant labor force of skilled and unskilled individuals. These individuals should be employed to the fullest extent possible in work that is needed to construct, manage, perform administrative functions for, and maintain the internment facility.”
The manual also directs that political activists be confined to isolation and that prisoners be silenced using by “muffling them with a soft, clean cloth tied around their mouths and fastened at the backs of their heads.”
In her email response, Wood falsely claims that, “The document is intended for operations outside of the continental United States. Depending on the nature and magnitude of an event will determine the level of U.S. military involvement.”
As we have proven using only direct quotations and screenshots from the manual, it is clearly designed to be applied both abroad and “within U.S. territory,” including against “civilian detainees” incarcerated for “security reasons, for protection, or because he or she committed an offense against the detaining power,” as part of “domestic civil support operations” involving FEMA and the Department of Homeland Security.
The manual also details how prisoners will be identified by their “social security number,” another glaring confirmation that the rules apply to U.S. citizens.
The document makes it clear on page 193 that the rules apply to processing American detainees on U.S. soil so long as the President passes an executive order to nullify Posse Comitatus, the law that forbids the U.S. military from engaging in domestic law enforcement.
It is clear from Wood’s response that she has either not read the documents properly or has been directed to downplay their significance by asserting they do not apply within the United States, a claim clearly disproved by the numerous references within the manual to how its instructions can be applied as part of “domestic civil support operations.”

OTHER LOCATIONS IN THE UNITED STATES There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is “federal” land). Also fitting this category are “Regional Airports” and “International Airports” which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are “disguised” as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.
CANADA Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population: Suffield CFB – just north of Medicine Hat, less than 60 miles from the USA. Primrose Lake Air Range – 70 miles northeast of Edmonton. Wainwright CFB – halfway between Medicine Hat and Primrose Lake. Ft. Nelson – Northernmost point on the BC Railway line. Ft.
